State Programs Committee
Submitted by Tim Phelps, Chair

The State Programs Committee worked in conjunction with the TASFAA Advisory Committee to TSAC on reviewing rules for several state programs. Rules were amended and reviewed for the Tennessee Education Lottery Scholarship (TELS), the Helping Heroes Grant, and the Tennessee Rural Health Scholarship. These rules were passed by the TSAC board on September 18th.

The changes for the TELS program was necessitated by legislative changes passed during the last session of the Tennessee General Assembly. The Helping Heroes Grant and the Tennessee Rural Health programs are new programs for the 2008-09 academic year.

The Helping Heroes Grant provides semester awards to veterans of the armed forces. The Tennessee Rural Health Scholarship helps address the health care shortage in rural areas of the state.

Finally, the over commitment ratio of 145% for the Tennessee Student Assistance Award (TSAA) was approved at the September 18th board meeting. This will allow TSAC to over award TSAA funds with the goal of spending all available funds for the 2009-10 academic year.
